1、What is the UGN Cross-border Dedicated Line?

The UGN Cross-border Dedicated Line (hereinafter referred to as the cross-border business) is a cross-border data product launched by DezaiCloud. (hereinafter referred to as DezaiCloud) in cooperation with China Unicom. The cross-border dedicated line is a data connection service operated by Shanghai Unicom and provided to you through DezaiCloud’s sales channels.

2、Is DezaiCloud the operator of the cross-border business?

No, the operator of the cross-border business is China Unicom. The services purchased by users through DezaiCloud are provided by China Unicom.

3、Why is a compliance application required for applying for the Unicom cross-border business?

According to the Order No. 42 of the Ministry of Industry and Information Technology of the People’s Republic of China and the Document No. 32 of the Ministry of Industry and Information Technology (Letter on Information Management [2017]), and other relevant national and local laws and administrative regulations, China Unicom is responsible for centrally establishing user files for users in relation to relevant cross-border businesses. As required by the Ministry of Industry and Information Technology: when accepting businesses for users, it is necessary to require users to provide their real identity information and conduct verification. China Unicom will truthfully register the category of the certificate, as well as the name (title), number, and address information recorded on the certificate. If a user refuses to present a valid certificate, refuses to provide the identity information recorded on the certificate, uses another person’s certificate fraudulently, or uses a forged or altered certificate, China Unicom shall not accept the business for such a user. 4、What materials are required for applying for the cross-border business? How should they be provided?

The real identity information to be provided by the user includes:

  1. Organization code certificate.
  2. Business license.
  3. Legal person certificate of an institution, or legal person registration certificate of a social organization.
  4. Other valid documents or proof documents stipulated by laws, administrative regulations, and national regulations.
  5. In addition to presenting one of the above certificates, the valid certificate of the handling person and the letter of authorization from the unit shall also be presented.

5、What is the application and approval timeline?

You can submit relevant application materials online at any time. Generally, the approval time is 1 to 3 working days.

Product Usage Questions

1、Can multiple bandwidth packages be purchased between two regions?

No. At most one bandwidth package can be purchased between two regions. One bandwidth package must be and can only be bound to one UGN instance.

2、Can the default quota parameters of a UGN instance be adjusted? How much does it cost?

The default quota parameters of a UGN instance can be adjusted by submitting a ticket or contacting the account manager. Currently, there is no charge for quota adjustment.

3、If the filing of the “Cross-border Dedicated Line Information Compliance Inspection” fails, can a cross-border bandwidth package be purchased? Will the expiration of the filing qualification affect the current business?

If the filing of the “Cross-border Dedicated Line Information Compliance Inspection” fails for the first time, not only can a cross-border bandwidth package not be purchased, but also the default 5kbps bandwidth package provided by the system cannot be obtained. The expiration of the filing qualification will not affect the current business, and a cross-border bandwidth package can be purchased normally.
